Is it possible to determine if a change in temperature is caused by a change in cross section or by a change in cement / fly ash content?

TIP™ cannot determine if a change in temperature is due to a change in cross section or due to a change in cement content. If a reduction in temperature is detected, both strength of concrete and the effective area should be analyzed to see if both meet minimum requirements of the shaft. It is up to the Engineer-of-record to determine how this information will be used to finalize the acceptance of the shaft. See Q1095
